Assistance from the housing solidarity fund

The Housing Solidarity Fund (FSL) helps finance a move for people in a difficult personal situation. The fund is managed by the general councils and the aid takes the form of grants or loans. This aid can also finance the costs linked to moving into the new accommodation such as, for example, the security deposit, the agency fees, but also the first rent and home insurance, etc.

This assistance is allocated according to the level of resources. Each general council determines the ceiling it wishes to apply as well as the conditions for obtaining aid, which vary depending on your department.

Housing Action aid: Mobili-pass and Agri-Mobilité

The help of Mobili-pass is reserved for non-agricultural employees and is offered by Action Logement. To be able to benefit from it, you must be an employee of a non-agricultural company, employing at least 10 people; your move must be justified by professional reasons. In addition, there must be a distance of at least 70 km between your old home and your new residence, or more than 1 hour 15 minutes separating your old home from your new place of work.

For the Mobili-pass, assistance can take the form of a grant and/or a loan. The assistance can finance expenses linked to the search for accommodation, but also those linked to settling into accommodation. The amount of Mobili-pass aid depends on the zone where your new residence is located: zone A, A bis, B1, B2 or C. If your new home is located in Zone A, A bis and B1, you will be eligible for a subsidy of €2,200, which can go up to €3,500 in the case of a grant and loan. For housing located in Zone B2 and C, the amount reaches €1,900 for the subsidy and €3,000 for the subsidy and loan.

For agricultural employees, Agri-Mobility assistance can be offered to finance your move, as part of your professional mobility. Employees under the age of 30 and on a work-study contract in a company in the agricultural sector can request Agri-mobilité-Jeune aid, which will cover part of the rent.

Other help depending on your situation

In the case of a disability, it is possible to request the Disability Compensation Benefit (PCH), which includes 5 forms of aid: housing development to finance the improvement of your home and moving costs can be counted in this aid. Eligibility for the PCH is established according to your personal and financial situation, as well as your degree of autonomy. The amount can reach 8% to 100% of your moving expenses, with a ceiling of 3,000 euros within 10 years.

Retirees may be offered assistance by pension funds to cover the costs of moving, but also those of fitting out your new residence as part of home support.

Finally, there is specific assistance for civil servants and contract agents in the event of assignment to a new municipality. This assistance takes the form of a lump sum compensation for change of residence, which may take into account the transport costs of the agent and their family members. The calculation will then be based on the transport most suitable for the trip and on the most economical fare. To be eligible for this aid, two conditions must be met:
– Be active,
– Have completed at least 5 years in their previous accommodation if the change occurs at your request or at least three years if applicable.
